Incident Command System (ICS) Knowledge Incident Command System (ICS) Knowledge Knowledge of the Incident Command System (ICS), its functions, role, and reporting structures. Knowledge of procedures and processes involved in an emergency response.	3 Position Level: 3 Intermediate (Able to successfully complete the necessary tasks in this competency. Some assistance may still be needed but can usually perform the task independently) Practical knowledge of the Incident Command System (ICS) during pollution incidents. Knowledge of the relationship between the Coast Guard Safety Management System (SMS) and the ICS. Marine Domain Awareness Knowledge Marine Domain Awareness Knowledge Having true and timely information about everything on, under, related to, adjacent to, or bordering a sea, ocean, or other navigable waterway. This includes all related activities, infrastructure, shipping, vessels, cartography, and natural phenomena. For marine security, it includes being aware of anything in the marine domain that could threaten Canada's national security.	2 Position Level: 2 Novice (A level of experience has been obtained; may need help when performing a task/skill) Understands basic traffic patterns for traffic avoidance, observing and reporting weather conditions, and local tides in immediate surroundings.

Search and Rescue (SAR) Knowledge Search and Rescue (SAR) Knowledge Knowledge of the coastal and national search and rescue safety nets, the authorities, stakeholders, roles and relationships, and how they all work together in incidents and scenarios. This includes Canadian Coast Guard assets at sea and ashore (Marine Communications and Traffic Services [MCTS], the Regional Operations Centre [ROC], the Joint Rescue Co-ordination Centre [JRCC]), the Canadian Coast Guard Auxiliary, other government departments (Transport Canada, Royal Canadian Mounted Police, Department of National Defence), industry, and the public.	2 Position Level: 2 Novice (A level of experience has been obtained; may need help when performing a task/skill) Limited knowledge of each part of the Search and Rescue (SAR) system, how each works and works together, and how a local incident plays out in exercises and real life scenarios.
Environmental Response (ER) Knowledge Environmental Response (ER) Knowledge Knowledge of the ER program mandate, roles, and responsibilities. Knowledge of ER operations, priorities, issues, stakeholders, policies, practices, and procedures. Knowledge of capabilities, duties, and technical skills of the ER team. Aids to Navigation (AtoN) Knowledge Aids to Navigation (AtoN) Knowledge Knowledge of the Canadian Coast Guard's navigational aid network, their locations, operation, and maintenance, which includes a range of lights, lighthouses, buoys, beacons, and differential global positioning systems (DGPS). Knowledge of waterways management (WM) which includes a knowledge of the types, locations, and monitoring of the available water depths (Avadepth) program and river structures, when and where applicable.	2 Position Level: 2 Novice (A level of experience has been obtained; may need help when performing a task/skill) Limited knowledge in supporting aids design and review regarding locations of aids, their operating characteristics, and maintenance scheduling.

Project/Program Management Project/Program Management Program management is the management of a program or part of a programme and/or a series of projects, involving in-depth and extensive knowledge of areas such as procedures, operations, policies and other departments, agencies or the private sector, as well as specialized technical knowledge of programs. Project management involves effectively integrating and/or participating in all aspects of a finished project, ensuring that work progresses towards the achievement of goals and objectives.	1 Position Level: 1 Fundamental Awareness (Common knowledge or an understanding of basic techniques and concepts) Understands the fundamentals of program and/or project goals, participants’ roles and the importance of project management principles. Willingness to participate in program/project support activities.
Exercise Planning Exercise Planning Plans and develops exercises (simulations of an emergency situation), which includes validating exercise plans, developing member skills, testing them during exercises, and testing established procedures. It includes a visual overview of the exercise, tracks related hours/cost of exercise, assigns responsibilities and logistical tasks.	3 Position Level: 3 Intermediate (Able to successfully complete the necessary tasks in this competency. Some assistance may still be needed but can usually perform the task independently) Produces and validates tabletop exercises, which stimulate the divisions between responders needing to communicate and be coordinated, where the participants are expected to know the plan and test it for procedural weaknesses.
Adult Teaching Adult Teaching Teaching or instructing adults in systematic and sustained self-educating activities so that they may gain new forms of knowledge, skills, attitudes, or values. This includes various forms of specific and generic instruction as required by the Canadian Coast Guard with an emphasis on the needs of adults and the results orientation of the organization.	2 Position Level: 2 Novice (A level of experience has been obtained; may need help when performing a task/skill) Designs learner-centered classroom environments. Designs standards-based instructional units. Uses instructional techniques that are relevant and effective with adult learners.
Small Boats, Helicopters, Barges, Tackle Operations Small Boats, Helicopters, Barges, Tackle Operations Practices seamanship in areas such as vessel maintenance, steering, lookout, the use and maintenance of small vessels, helicopter procedures, and tackle use, stowage, and maintenance.	2 Position Level: 2 Novice (A level of experience has been obtained; may need help when performing a task/skill) Participates as a hand in refit operations. Employs safe standards in small vessel maintenance and operations in most sea states, including pre and post sailing checks, drills, and evolutions. Participates as lookout and quartermaster, when required.
Search and Rescue (SAR) Search and Rescue (SAR) Leads the maritime component of the federal SAR system in the provision of search and rescue services to Canadian mariners and to others in need of humanitarian aid, including the coordination of SAR operations on the water for the provision of aid to persons, ships, or other craft which are, or are feared to be, in distress or imminent danger.	2 Position Level: 2 Novice (A level of experience has been obtained; may need help when performing a task/skill) Provides first-aid and rescue specialist training. Recruits, trains, and supervises Inshore Rescue Boat (IRB) crews. Provides training on the search and rescue program. Develops and delivers Search and Rescue (SAR) presentations for stakeholders. Researches best practices in the search and rescue domain.
Aids to Navigation (AtoN) Aids to Navigation (AtoN) Delivers the AtoN program’s provision of visual and aural aids to navigation, electronic positioning systems such as the differential global positioning system (DGPS), and navigation safety information. These services involve, among others, analyzing, planning, and coordinating functions.	1 Position Level: 1 Fundamental Awareness (Common knowledge or an understanding of basic techniques and concepts) Locates aids to navigation, logs and files records. Asks pertinent questions related to the Aids to Navigation (AtoN) program.
Environmental Response (ER) Environmental Response (ER) Manages a marine pollution response, from assessment to cost recovery. Apply legislative power properly. Understands, choose and applies properly the different CCG roles in an ER incident. Conducts overall and on-water response to a marine pollutant. Establishes and/or use a command structure appropriate to the incident. Uses the formal processes within the command structure. Compiles and assesses information gathered from a variety of sources.	2 Position Level: 2 Novice (A level of experience has been obtained; may need help when performing a task/skill) Conducts initial assessment. Identifies the pollutant released. Uses appropriate methods or tactics, to minimize the impacts of the pollutant on the population, environment and the economy. Operates the appropriate interventions equipment when applicable. Understands ICS structure as it pertains to ER incidents. Uses appropriate ICS terminology. Assumes role in ICS structure and understands responsibilities. Identifies geographic particularities that impact ER. Conducts area assessments with partners to identify threats and opportunities. Provides advice on tactical matters for the purpose of local area planning. Identifies equipment capabilities and gives recommendations for local area response planning. Identifies plans weaknesses pertaining to own role during exercises and incidents. Designs internal exercises.
Operation Centre Management Operation Centre Management Monitors and operates systems to schedule and track ships' activities to ensure the best use of available resources for regular program delivery, including emergency situations.	1 Position Level: 1 Fundamental Awareness (Common knowledge or an understanding of basic techniques and concepts) Participates in tours and educational experiences highlighting the workings of operation centres, their mandate, equipment, and staffing.
