Phase I teaches you the basics of performing the job of an officer and during Phase II you'll learn local geography and regional procedures, while applying the national standards learned in Phase I. Atlantic: The Atlantic Region consists of New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador, minus the Nunatsiavut region in Labrador.
Western: The Western Region consists of British Columbia, Alberta, Saskatchewan, Manitoba and Yukon, minus the Yukon slope.
Arctic: The Arctic Region is inclusive of the Yukon North slope, Northwest Territories, Nunavut, Nunavik, Nunatsiavut, and Hudson and James Bay. This boundary is inclusive of Inuit Nunangat.
Central: The Central Region consists of Ontario and Quebec, minus the Nunavik region in northern Quebec.

Marine Domain Awareness Knowledge Marine Domain Awareness Knowledge Having true and timely information about everything on, under, related to, adjacent to, or bordering a sea, ocean, or other navigable waterway. This includes all related activities, infrastructure, shipping, vessels, cartography, and natural phenomena. For marine security, it includes being aware of anything in the marine domain that could threaten Canada's national security.	3 Position Level: 3 Intermediate (Able to successfully complete the necessary tasks in this competency. Some assistance may still be needed but can usually perform the task independently) Practical knowledge of a range of coastal domain factors including local weather predictability, vessel traffic avoidance in a given charted area, and local tides and currents.
Acts and Regulations Knowledge Acts and Regulations Knowledge An understanding of the acts and regulations pertinent to operational programs, including their affective clauses, sources, authorities, and impacts on a given program or programs in the Canadian Coast Guard.	4 Position Level: 4 Advanced (Performs the actions associated with this skill without assistance. Search and Rescue (SAR) Knowledge Search and Rescue (SAR) Knowledge Knowledge of the coastal and national search and rescue safety nets, the authorities, stakeholders, roles and relationships, and how they all work together in incidents and scenarios. This includes Canadian Coast Guard assets at sea and ashore (Marine Communications and Traffic Services [MCTS], the Regional Operations Centre [ROC], the Joint Rescue Co-ordination Centre [JRCC]), the Canadian Coast Guard Auxiliary, other government departments (Transport Canada, Royal Canadian Mounted Police, Department of National Defence), industry, and the public.	2 Position Level: 2 Novice (A level of experience has been obtained; may need help when performing a task/skill) Limited knowledge of each part of the Search and Rescue (SAR) system, how each works and works together, and how a local incident plays out in exercises and real life scenarios.
Operations Knowledge Operations Knowledge Knowledge of systems for proper scheduling and tracking of ships' activities to ensure of the best use of the available resources for regular program delivery, as well as during emergency situations.	3 Position Level: 3 Intermediate (Able to successfully complete the necessary tasks in this competency. Some assistance may still be needed but can usually perform the task independently) Practical knowledge of the methods, techniques, practices, and procedures associated with various types of operations. Understands appropriate methods and procedures for dealing with marine operations, exercises, and emergencies.
Icebreaking (IB) Knowledge Icebreaking (IB) Knowledge Knowledge of procedures and processes involved in icebreaking operations coordination. Knowledge of area of responsibility (AOR) characteristics. Knowledge of operational electronics programs related to the IB program (Icebreaking Operations Data Information System [IODIS], Vessel Traffic Management Information System [INNAV], and Google Earth). Knowledge of the various standard operating procedures (SOPs) and standing operational guidelines.	2 Position Level: 2 Novice (A level of experience has been obtained; may need help when performing a task/skill) Understanding of concentration, stages of development, and forms of ice (Egg Code). Knowledge of assets’ communication equipment and capabilities. Understands meteorological processes, such as air masses, weather, and atmospheric structures. Understands ice analyses and charts. Understands iceberg formation and tracking.
Aids to Navigation (AtoN) Knowledge Aids to Navigation (AtoN) Knowledge Knowledge of the Canadian Coast Guard's navigational aid network, their locations, operation, and maintenance, which includes a range of lights, lighthouses, buoys, beacons, and differential global positioning systems (DGPS). Knowledge of waterways management (WM) which includes a knowledge of the types, locations, and monitoring of the available water depths (Avadepth) program and river structures, when and where applicable.	2 Position Level: 2 Novice (A level of experience has been obtained; may need help when performing a task/skill) Limited knowledge in supporting aids design and review regarding locations of aids, their operating characteristics, and maintenance scheduling.

Financial Management for Supervisors/Managers Financial Management for Supervisors/Managers Applies the rules, policies, regulations, and procedures of the Financial Administration Act as they apply to the Canadian Coast Guard as well as the organization's financial assets and management procedures (including related procurement rules) such as: financial authority level and approval process, financial accounting procedures, public accountability, budgeting, projecting, monitoring, reporting, financial auditing, etc.	5 Position Level: 5 Expert (Provides guidance, troubleshoot, and answer questions related to this area of expertise and the field where the skill is used) Ensures framework is in place for sound financial planning, management, control and reporting (i.e. spanning pay, capital, Operations and Maintenance [O&M] costs and revenues). Ensures processes and infrastructure provide managers with integrated financial and non-financial performance information, a mature approach to risk management, appropriate control systems, and a shared set of values and ethics.
Materiel Management Materiel Management Classifies materiel according to Canadian Coast Guard and Public Services and Procurement Canada (PSPC) directives. Tracks materiel during receipt, storage, issue, and disposal.	2 Position Level: 2 Novice (A level of experience has been obtained; may need help when performing a task/skill) Requests parts and supplies from internal stocks using approved classification system. Understands and follows the inventory management system (IMS). Processes special and emergency requirements of all clients.
Exercise Planning Exercise Planning Plans and develops exercises (simulations of an emergency situation), which includes validating exercise plans, developing member skills, testing them during exercises, and testing established procedures. It includes a visual overview of the exercise, tracks related hours/cost of exercise, assigns responsibilities and logistical tasks.	3 Position Level: 3 Intermediate (Able to successfully complete the necessary tasks in this competency. Some assistance may still be needed but can usually perform the task independently) Produces and validates tabletop exercises, which stimulate the divisions between responders needing to communicate and be coordinated, where the participants are expected to know the plan and test it for procedural weaknesses.
Life Cycle Asset Management Life Cycle Asset Management Employs an integrated approach to optimizing the life cycle of the Canadian Coast Guard’s assets beginning at conceptual design, continuing through shut down, and decommissioning/disposal.	3 Position Level: 3 Intermediate (Able to successfully complete the necessary tasks in this competency. Some assistance may still be needed but can usually perform the task independently) Performs all four phases of life cycle materiel management, including assessing and planning materiel requirements, acquiring materiel resources, operating and using, maintaining, and disposing of materiel. Implements the concepts of the Policy Framework for the Management of Assets and Acquired Services.
Problem Solving Problem Solving Defining a problem, determining the cause of the problem, identifying alternative solutions, prioritizing and selecting them to find a solution, and implementing a solution.	4 Position Level: 4 Advanced (Performs the actions associated with this skill without assistance.
