Icebreaking (IB) Knowledge Icebreaking (IB) Knowledge Knowledge of procedures and processes involved in icebreaking operations coordination. Knowledge of area of responsibility (AOR) characteristics. Knowledge of operational electronics programs related to the IB program (Icebreaking Operations Data Information System [IODIS], Vessel Traffic Management Information System [INNAV], and Google Earth). Understands oceanographic processes: waves, currents, and shoreline dynamics as they relate to ice. Understands navigation protocols, such as course plotting, in order to evaluate the safety of an ice route.
Aids to Navigation (AtoN) Knowledge Aids to Navigation (AtoN) Knowledge Knowledge of the Canadian Coast Guard's navigational aid network, their locations, operation, and maintenance, which includes a range of lights, lighthouses, buoys, beacons, and differential global positioning systems (DGPS). Financial Management for Supervisors/Managers Financial Management for Supervisors/Managers Applies the rules, policies, regulations, and procedures of the Financial Administration Act as they apply to the Canadian Coast Guard as well as the organization's financial assets and management procedures (including related procurement rules) such as: financial authority level and approval process, financial accounting procedures, public accountability, budgeting, projecting, monitoring, reporting, financial auditing, etc.	2 Position Level: 2 Novice (A level of experience has been obtained; may need help when performing a task/skill) Maintains Coast Guard unit assets and property (e.g. office equipment, vehicles, information databases, etc.). Updates budgets and projections. Purchases with credit cards when required. Runs salary and Operations and Maintenance (O&M) reports and statements for managers. Makes budget entries and reconciles accounts with rationales. Tracks and analyzes unit cash flow.
Exercise Planning Exercise Planning Plans and develops exercises (simulations of an emergency situation), which includes validating exercise plans, developing member skills, testing them during exercises, and testing established procedures. It includes a visual overview of the exercise, tracks related hours/cost of exercise, assigns responsibilities and logistical tasks.	3 Position Level: 3 Intermediate (Able to successfully complete the necessary tasks in this competency. Life Cycle Asset Management Life Cycle Asset Management Employs an integrated approach to optimizing the life cycle of the Canadian Coast Guard’s assets beginning at conceptual design, continuing through shut down, and decommissioning/disposal.	1 Position Level: 1 Fundamental Awareness (Common knowledge or an understanding of basic techniques and concepts) Uses the of basics of the life cycle asset management program in daily activities. Performs routine asset management tasks. Manages the life cycle of tackle books, safety equipment, charts, etc. when and where applicable.
Problem Solving Problem Solving Defining a problem, determining the cause of the problem, identifying alternative solutions, prioritizing and selecting them to find a solution, and implementing a solution.	3 Position Level: 3 Intermediate (Able to successfully complete the necessary tasks in this competency. Some assistance may still be needed but can usually perform the task independently) Experienced in identifying, defining, solving and prioritizing standard problems without causing other unanticipated problems. Search and Rescue (SAR) Search and Rescue (SAR) Leads the maritime component of the federal SAR system in the provision of search and rescue services to Canadian mariners and to others in need of humanitarian aid, including the coordination of SAR operations on the water for the provision of aid to persons, ships, or other craft which are, or are feared to be, in distress or imminent danger.	2 Position Level: 2 Novice (A level of experience has been obtained; may need help when performing a task/skill) Provides first-aid and rescue specialist training. Recruits, trains, and supervises Inshore Rescue Boat (IRB) crews. Provides training on the search and rescue program. Develops and delivers Search and Rescue (SAR) presentations for stakeholders. Researches best practices in the search and rescue domain.
Aids to Navigation (AtoN) Aids to Navigation (AtoN) Delivers the AtoN program’s provision of visual and aural aids to navigation, electronic positioning systems such as the differential global positioning system (DGPS), and navigation safety information. These services involve, among others, analyzing, planning, and coordinating functions.	2 Position Level: 2 Novice (A level of experience has been obtained; may need help when performing a task/skill) Plans first-line maintenance for existing aids to navigation, logging information appropriately, and reporting outages where necessary for further action.
Icebreaking (IB) Icebreaking (IB) Receives, analyzes, and answers requests for icebreaking assistance. Coordinates icebreaker positioning and tasking’s. Monitors effectiveness of operational solutions and adapts accordingly. Communicates information to management, clients and partners. Prepares ice routes suggestion and information package for the clients and industry. Ice bulleting, marine information and warning. Prepares complete information presentation regarding the icebreaking program for morning briefings to senior management.	3 Position Level: 3 Intermediate (Able to successfully complete the necessary tasks in this competency. Some assistance may still be needed but can usually perform the task independently) Monitors progress and behaviour of vessels in ice in order to detect problematic situations. Assesses effectiveness of response. Uses appropriate software (such as Exact Earth) to track ships and verify if following given ice routing. Verifies the validity of received AIRSS data from ship by comparing to own calculation. Tasks CCG icebreakers through ROC. Monitors ice conditions using a variety of tools (satellite pictures, ship messages, overflights, etc.). Prepares and delivers written tasking’s to icebreakers, through ROC. Verifies the navigational safety aspect of the general ice route produced by the ISS. Coordinates requests for specific ice routing with ISS, verifies safety, and delivers information directly to ship or through MCTS. Fills required information in IODIS system when initiating ice tasking’s for CCG ships. Answers clients and stakeholders questions, by phone or email. Applies knowledge of reporting systems (such as IODIS), mapping systems (such as INNAV and Exact Earth) and other related software in daily operations.
Environmental Response (ER) Environmental Response (ER) Manages a marine pollution response, from assessment to cost recovery. Apply legislative power properly. Understands, choose and applies properly the different CCG roles in an ER incident. Conducts overall and on-water response to a marine pollutant. Establishes and/or use a command structure appropriate to the incident. Uses the formal processes within the command structure. Reads operational orders and data published by operations centres.
